Our local domestic court rules (Rules 27 and 22):

In Franklin County, Rule 27 is the default position that dictates child custody arrangements for divorcing couples who are unable to agree on another solution. In general, it includes options for shared custody and weekly parenting time and covers a wide variety of circumstances, including extracurricular activities, holidays, summers, vacations, and transportation.

Another rule, Rule 22, dictates custody for unmarried people who are unable to agree on custody. Each county has its own rule, but the basic principle is the same: Couples who are unable to agree on custody decisions can follow the guidelines of a predetermined rule.
